The award-winning project was entitled “Lleida contacta” and presents the initiatives and projects carried out by different departments in the Paeria, such as the section for the organisation and control of management, the citizens' advice office and others, in collaboration with Accés-Institut Municipal d'Informàtica (municipal institute of information technology). The objective of these initiatives and projects is to bring administration to the citizens. The project appears in the portals

The project promotes, moreover, an improvement in the organisational and services aspects, through creating the municipal guide of procedures that gives information on all the municipal administrative activities, and puts it within the reach of the citizens, through the internet, at the address.
The project is complemented by service letters, in which the administration assumes the responsibility of quality in the service of the citizen and the improvement of personalised attention through the citizens' municipal advice office.
This effort to structure and define the administrative procedures –integrated with the global project of the city's integrated cable network, that will allow the administrative procedures to be put within the reach of the citizens-, is the aspect that the Catalan government has evaluated for the awarding of the prize.
The prizes in the edition 2000 have been:
1 st prize: municipalities of more than 5,000 inhabitants: Terrassa council.
1 st prize: municipalities of less than 5,000 inhabitants (desert) Runners up:
Vilaplana council
Barcelona council
Lleida council
Sant Just d'Esvern council The runners up prize is 500,000 pesetas.
It is necessary to highlight that Lleida council is the only council in Catalonia that received this award for the second consecutive year.
